Vietnam Commits to Building a Global Intellectual Property Ecosystem

The leader of the Intellectual Property Office affirmed Vietnam’s commitment to working alongside other member states to build a balanced and adaptable global intellectual property (IP) ecosystem.

This statement was made by Mr. Luu Hoang Long, Director General of the Intellectual Property Office under the Ministry of Science and Technology, during the annual session of the General Assembly of the World Intellectual Property Organization (WIPO), which opened on July 8. The event, held in Geneva, Switzerland, is attended by more than 1,600 delegates from 194 member states and observer organizations.

In his opening speech, WIPO Director General Mr. Daren Tang highlighted three major trends shaping the global innovation landscape: the rapid advancement of digital technologies and artificial intelligence; the growing central role of innovation as a key driver of economic growth; and the expanding international cooperation in the field of intellectual property.

In this context, he called on governments, businesses, and the international community to work together to foster sustainable, human-centered innovation.

“The world needs to build a transparent, fair, and inclusive IP ecosystem to ensure that all segments of society can access, contribute to, and benefit from the outcomes of innovation,” said Mr. Daren Tang.

At the meeting, Director General Luu Hoang Long emphasized Vietnam’s consistent view that science, technology, innovation, and digital transformation are key and decisive factors in the country’s new development phase.

He reaffirmed the strategic role of intellectual property in Vietnam’s transformation — from improving the investment environment and increasing enterprise value to driving innovation, protecting consumer rights, and deeply integrating into the global digital economy.

According to Mr. Luu Hoang Long, Vietnam is committed to being an active, constructive, and responsible member of WIPO. He expressed a strong desire to strengthen close and effective cooperation with WIPO and its member states to build a global intellectual property ecosystem that is balanced, efficient, adaptable, and capable of responding to the world’s increasingly complex challenges.

The 66th session of the WIPO General Assembly will run until July 17, with key agenda items including preparations for the 2026 election of the next WIPO Director General, discussions and adoption of reports from specialized committees, and matters related to international registration systems administered by WIPO.

According to the Global Innovation Index 2024 (GII), published by WIPO, Vietnam ranks 44th out of 133 countries and economies — an improvement of two positions compared to 2023.
