In accordance with Circular No. 64/2025/TT-BTC issued by the Minister of Finance on June 30, 2025, the Intellectual Property Office of Vietnam (IPVN) has issued Notification No. 2141/TB-SHTT to implement a temporary reduction of 50% on several industrial property fees and charges to support businesses and individuals during the designated support period.
Key Details:
- Effective period: From July 1, 2025 to December 31, 2026
- Applicable scope: Fees reduced by 50% compared to the rates specified in Section A of the Fee and Charge Schedule attached to Circular No. 263/2016/TT-BTC
Section A – Industrial Property Fees (Before Discount) of the Circular No. 263/2016/TT-BTC
Below is the list of applicable fees before the 50% reduction. The temporary discount applies to these amounts.

Example of adjusted fees under the new policy:
- Application filing fee: 150,000 VND → 75,000 VND
- Grant of protection title: 120,000 VND → 60,000 VND
⚠️ Important Notes:
- The reduced fees apply to both offline and online public services.
- For cases where a fee payment notice was issued before July 1, 2025, the original amount stated in the notice remains applicable.
- Starting from January 1, 2027, the fee rates will revert to the full rates prescribed under Circular No. 263/2016/TT-BTC and its amendments or replacements (if any).
